Kosovo's Democratic Institute has held regional conference “Regional challenges and practices in reforming the” electoral system.
Ismet Kryeziu, director of KDI, said that frequent elections in the past ten years are hindering reforming the electoral system.
“We have been working on reforming the electoral system from 2010 to 2013, remember that from 2014 other acts are involved in the issue, such as working parliamentary groups, civil society, international organisations. We have a very good working draft that is in the archives of the Kosovo Parliament, calling for responsible members to extract these documents from the archives to have a reform of the” system, Kryeziu has said.
On the other hand, Kryeziu said there are several segments that need to intervene in electoral reform starting with the election zone, the electoral threshold.
According to O ambassador The SEU, Jan Braathu, reform can only be achieved through consensus among political parties.
He stressed that this topic for electoral reform should be kept in focus by all because electoral reform provides integrity, and according to him, without integrity there will be less legitimacy in results.
Braathu has also shown how to handle it in the event of early elections.
“Let me stress that if the need to have early, unexpected elections is presented, I believe this election and must occur with current legislation, should not be conditioned with no new elections due to electoral reform, the reform takes the time” he added.
While Central Election Commission head Valdete Daka expressed regret that the election reform process has not been completed for eight years now.
This reform, I think, must first undergo conditional voting, appointment of members of decision councils, the way of counting balloting, or many other issues that we can certainly dispute during reform. Election reform must ensure the integrity of the upcoming elections that only then can we secure free, democratic elections”, Dhaka concluded.
