Color: Kosovo president entering sea

So says Albanian lawyer Spartak Ngjela in an interview for Kosova Prees, adding that the history of territories cannot be done with referenda.

Ngjela says joining the Valley is an Albanian requirement, while issuing the territory is a Serb requirement.

According to him, there cannot be a mute president for territories and other important issues for the country.

Speaking of the political situation in the country and the idea of overhauling the borders, which was granted by President Hashim Thaci, Ngjela says the president cannot have such competence.

Kosovo is not the presidential Republic, it has no competence. I don't know why you get into this. I don't know why the president of Kosovo enters the sea. It is the exclusive competence of the Kosovo Parliament, if the Kosovo Parliament has sovereignty, it has independence, but there is no sovereignty in international office, this is required to be taken. You once take sovereignty and then it's the people you speak of, the territories are not Albanians... Parliament is not strong, it does not act. There are also foreign interventions and foreign counsel that we do not know... . What the president must do, he must correct the mistake even if he was under influence, for territories and important issues, which are vital to a society, cannot have dumb president, is democracy of Kosovo, or you are tyranny, that is democracy, they have suffered a century and a half with Albanians”, he says of Kosova Prees.

Similarly, it says there can be no shift of territories and that global policy will not accept this, since it is known that the Balkans has many problems with borders.

He says Kosovo has borders, known to be not maximum borders, but are those familiar with the 1974 Constitution.

“There can be no shift of territories, for two reasons, the first is that global politics does not accept it because the Balkans have many border problems, in an ethnic sense. And you can't get out of legal concept to create a political concept in the function of the state and in the function of geographic zones. What Kosovo's borders mean, Americans have their own document, are the limits of 1974, with that constitution, Slovenia has been cut off, with it cutting Croatia apart, they are the borders of Slovenia and Macedonia. These are also the borders of Kosovo, not the maximum borders, are not in our favour, they are the bigger borders, but they want to reduce even these, you know where we are talking, crazy. That's our maximum border, but accepted by a state that was known to take over this territory. Then we conclude that this will be the state of Kosovo, with these limits as if to come up and gain its sovereignty in the international sense, then Kosovo politics can take other steps forward but for once they did not make”, he says.

While, for the possibility of holding a referendum in Kosovo that the president had mentioned regarding the idea of joining the Valley of the Republic of Kosovo, Ngjela says the history of territories cannot be done with referenda.

“Territorial history is not done in referenda. It's made of blood... It is good to take over independence, gain sovereignty, then know Kosovars with the policy leading them to what” will do, he said.

Lawyer Ngjela stresses that Kosovo is the winner in the war with Serbia, and as such should be presented in dialogue with Serbia.

He says there is no turning back, recalling the Milosevic war that resulted in Kosovo's defeat, Ngjela says today a war of Serbia would cost her at the loss of Presevo and her countries until Nis.

“Who wants to fight? Vuchy? The other fought and lost Kosovo -- a war he could make -- lose the Presevo and until Nis, catch it, I don't mean nationalist and feral, I mean political error -- every mistake has costs in politics, cost does not save, but you have to minimize the damage, reduce costs, measure good in politics. Among other things, lawyer Ngjela comments on the protest held on 29 September in Pristina, where he says the packed square has spread strength and has intimidated those who are anti-Albanians.

The example also speaks of the formation of the Kosovo Army, where the prosecution of the package with three bills on transforming the KSF has called it a major event.

According to him, Kosovo politics would have to do something earlier. Similarly, the serious situation has called for a solution to this process, so it has continued with legal changes and has not been expected more for constitutional changes.
