According to outgoing Minister Edita Tahiri, this Thaci initiative is similar to talks in Vienna, which were held among the presidents at the time.
Tahiri in an interview for “Index” has said the European Union has already convinced that dialogue should enter the final phase, and that preparations for the issue have begun.
“Since we have asked the EU to enter the final phase of dialogue, we have already started this debate. Now the president with the Constitution is entitled to defend unity, and in the delegation to Vienna, the president has led the talks, and we have thought about that now. It is about a delegation that would include all institutions, but also the political spectrum represented in parliament, the opposition and position”, she has said.
According to Tair, in this context preparations have started because the EU is also convinced that dialogue should enter the final phase and not be as long as it has been six years, but short with deadlines and close hostilities between the two states and launch a peace chapter.
“We have made it clear that peace can be achieved with the mutual recognition of the two states”, she said.
Brussels in 2015 had accepted the request of Kosovo institutions to move to the final phase of dialogue with Serbia. Meetings that have started at the presidential level are just a step towards this stage.
“in 2015 we submitted our position document to the EU regarding the final phase. Since then, as Government, we have made known to Brussels that the time has come for the final phase. These meetings, held at the presidential level, are showing that the EU is making preparations for this phase to begin and that this first needs to be prepared, which topics will be discussed. This is happening as a kind of discussion that will later be finalised”, she said.
Tahiri has spoken about why a Unity Team was not formed earlier, saying none of the party leaders had responded to her invitation to be part of the delegation in Brussels.
From the time I was appointed as chief negotiator, all the political spectrum in Parliament I had sent invitations to both leaders and the opposition. But they have not responded to the invitation to be part of the delegation. Besides the LDK and AAK had based the Parliament on launching dialogue”, it has indicated.
On the other hand, Tahiri has added that the outcome of the dialogue is expected to establish peace and tranquillity between the two states through mutual recognition of both Kosovo and Serbia
