Pristina Municipal Police Established

The Security Policy Research Centre proposes the establishment of Pristina's Municipal Police.

The SPRC proposes to launch broader debate and comprehensive analysis of the PKP's possibilities and needs of establishment in order to find the most appropriate model to advance in this idea. SPRC also published the idea-conception of how the foundation of the The PKP, its mandate, responsibilities, functioning and construction of its democratic governance and oversight. Proposal authors Burim Ramadani and Rifat Marmulaku propose that mandate The PKP joins Pristina's municipal and territorial jurisdiction.

“The municipal police is the executive body of the Pristina municipality, which is tasked with performing functions in the service of order and quiet and management of public affairs within the territory and jurisdiction of the municipality, which are not in the hands of other state authorities”, the Council Ideal Concept reported. Pristina Municipal Police will have primary duty to maintain and protect public order and implement activities under the jurisdiction of the Pristina municipality, but will not be limited to: • Effective implementation of acts issued by the mayor of the Communist Assembly, which have to do with ensuring order and tranquillity and maintaining public affairs.

• Take measures to preserve municipal property as well as those administered on its part.
• To ensure the implementation of orders issued by the mayor of the municipality regarding legal and physical persons, who do not comply with the law's financial and fiscal obligations to the municipality, as well as any other property obligation to them.
•  The response in cases of legal violations of public spaces or illegal trade (adult), the establishment of advertising, tents, damage to green surfaces, sidewalks, public lighting, maybe environmentality, etc., as well as punishment of fine offenders. • In prevention, suspension and destruction of construction without permission.
• Supporting the Inspectorate in implementing decisions on breaching construction without permission, objects that have hampered road infrastructure work.
• Release objects owned by municipality, gardens, libraries, former companies, and so on. captured by different people in an abusive way.
• Confirmation and punishment of violations in driving and parking vehicles that do not respect the requirements of the traffic regulation law.
• Stopting street sales and alms-seekers.
• To oversee the work hours of hotel objects and other facilities that could disrupt the calm of citizens.
• Check whether citizens can clean snow and ice in front of their homes, buildings and commercial space. The Pristina municipality must establish a Municipal Directorate of Public Order, under which Pristina Municipal Police and Inspection would function. And this director would also be overseen by the Communist Assembly, by the media, civil society, interior audience and general, as well as by Ombudsperson. Thus will also ensure supervision in terms of policies, management and management, financial aspects and the legality of activities.

The SPRC estimates that the possible establishment of Pristina Municipal Police must pass a broad process of correct and comprehensive consultations and analysis: 1. Form a Central-Lokal Professional Team for preparing the broader concept and Action Plan for the establishment of Pristina Municipal Police;

2. A comprehensive assessment of the possibilities and exact needs for the municipality of Pristina and central authorities; 3. The findings and recommendations derived from this comprehensive assessment be analysed in a functional and budgetary respect; 4. Test the legal aspect and legal changes necessary; 5. The Pristina Municipal Police Law issued; 6. Change the law on weapons; 7. Define training package, gunkeeping for The PKP and the time period of performance assessment. The SPRC is open to present this Ideal Concept proposal to all candidates for the head of the Pristina municipality, as well as institutions and other policy-makers and decision-makers in Kosovo.
