In a televised debate with political rival Martin Schulz, Merkel said that “is clear that Turkey should not become an EU member”.
She said she will talk to other European leaders to decide whether to end membership talks.
“I don't see Turkey as a member; I never believed this could happen”, Merkel said.
Tensions between Berlin and Ankara have begun to deteriorate as Germany has strongly criticised Turkish President Recep Tayip Erdogan for the crackdown on dissidents, following an attempt to coup against his government last year.
At least 12 German citizens are also in custody in Turkey, on political charges.
