According to civil society members, President Vuciq's initiative is suspicious, with many shortcomings and extremely late.
Jelena Milic, director of the Centre for Euro-Atlantic Studies in Belgrade and one of the biggest critics of Vuciqi's power, in an interview given the newspaper “Zeri” has said that the way Vuciq has called for dialogue, priorising Milosevic's regime, not citing the large number of civilians killed in Kosovo during the 1998-99 war, is giving no reason for optimism that the invitation has indeed become the best goals.
However, according to her, regardless of Vuciqi's sincerity or not, it is good that dialogue about this issue has already begun. According to her, Kosovo should be discussed as soon as possible even for the fact that Serbia must adopt new strategic documents in the field of security and defence and change the constitution if it wants to continue with the consolidation of democracy.
“Historically, it would be irresponsible to lose another decade by passing important laws that would be different from reality, court judgments and relevant geopolitical trends in the West, whose member Serbia should become in the interest of all its citizens”, she has said.

Milic has also talked about Serbian Minister Ivica Dacic's idea of partitioning Kosovo. According to her, this is a dangerous, old-fashioned idea that should not happen. In the end it has also been proposed for Russian influence in the Balkans. According to her, Russia is using “conflict” between Kosovo and Serbia for their personal agenda to destabilise the Balkans.
