The proposal was made late Tuesday in a telephone conversation with Russian President Vladimir Putin, German Chancellor Angela Merkel, and France's president, Emmanuel Macron.
All of them expressed strong support for a lasting ceasefire, which would enable children east of Ukraine to follow lessons, said the Kremlin and Poroshenko Media Office.
Merkel's cabinet and Macroni's also issued statements stressing their support for weapons.
Several ceasefire agreements have been announced, but have not been respected since pro-Russian separatists occupied parts of the Donjeck and Luhansk provinces east of Ukraine in 2014.
