Voice: It has been warned that dialogue between Kosovo and Serbia could develop at the level of presidents. How likely could the transition of dialogue be to such a phase?
Serwer: Presidents have established a mutually respectable report that needs support. But of course political instability on Pristina's side can make dialogue difficult. On the part of Belgrade, things seem quite stable for now, even if some object to the validity of the last elections.
Voice: Serbia's President Vuciq has warned an internal debate on Kosovo. Do you expect leadership in Belgrade, within Euro-integration processes, to remove Kosovo from its constitution?
Serwer: I expect Serbia, within the process of Eurointegration, to accept Kosovo's sovereignty and territorial integrity, including (but not only) its removal from the Constitution. Kosovo's membership in the UN and the exchange of diplomatic representatives at the ambassador level should follow further. The question is whether this will be done at the last moment before EU accession, when negotiating permits will be completely on the EU side or earlier when Belgrade can hope to get a better deal. I think it's better to do this as soon as later, but certainly it is up to Serbs, not foreigners, to decide and will depend on the outcome of the domestic debate the president has proposed.
