Serbian President Aleksandar Vucic's position has recently been for launching an internal dialogue in Serbia, where the Kosovo issue will be discussed.
This proposal has had support for Serbian government officials, who have said it would pave the way for resolving problems with Kosovo.
But Vuciq has repeatedly insisted that the invitation for internal dialogue does not mean recognition of Kosovo.
