These are scenarios from Serbian internal dialogue on Kosovo

In the weekly address book “Radio”'s Radio Free Europe, they express their doubts about the true scenarios and goals of Vuciqi's initiative for internal dialogue in Serbia for Kosovo.

Two scenarios and distribution of responsibility

Political development recogniser Vogan Qrolli, professor of International Law at Pristina University, speaking of Radio Free Europe, says Serbian President Vuciq's initiative has already revealed that Serbia is ahead of two scenarios.

According to him, the first scenario is that, after pressure from the European Union, Serbia removes Kosovo from its Constitution, to open itself to the path of European integration, as well as to modify Serbia's political stance or to ease its hostile attitude towards Kosovo, so as not to hinder its progress in the international arena.

Meanwhile, the second scenario, according to Professor Qrolli, is what Serbia is already making, marginalisation within this country of the issue of normalising reports with Kosovo, for the fact that people in Serbia are tired of this issue, while it will develop its policies on other lines.

“This implies a scenario that will also produce Serbia's current explosive request, which speaks of a kind of demarcation between Albanians and Serbs, as well as the decay of the Republic of Kosovo and that the rest of Kosovo, to Ibri, share with Albania. This is the scenario already that Serbia is officially promoting”, Qrolli says.

The recogniser of the political developments, Petar Miletic, former Kosovo Assembly deputies from the Serb community ranks, expresses the conviction that Serbian President Vuciq, is under international pressure and with the promotion of an internal Serbian dialogue on Kosovo, is trying to get out of the difficult situation.

By starting the confession of an internal dialogue, he is trying to make some of his responsibility for future actions bear to other political actors. So I think all of this is about external use, it means like a Vuciqi order that he's still trying to do something. That's the essence of the” confession, Miletic says.

In July, when Serbian President Vuciq had spoken of the need to launch an internal Serbian dialogue for Kosovo, in an authorial writing for a Belgrade media, Vuciq had stressed “we must prove ourselves real and not let anyone lose or hand over what we have, but also wait for what we have lost to”.

However, days ago, Vuciq has told Serbian media that the dialogue has already begun.

“Dialogue has started out. The largest number of people from the public scene are being declared and will continue to be declared. However, the continuation of these conversations will take place in several concentration circles. I believe it's the place for this even in the Councils of the People's Assembly, then in the plenary sessions of the Parliament, although everyone will use this for political confrontation. But that's what we have to do, because it's a matter of”, Vuciq said.

He has added that civil society and the non-governmental sector, the Serbian Church and the Academy of Arts will be involved in the dialogue, to see if results can be achieved.

Serbia's Foreign Affairs Minister, Ivica Dacic, has long ago declared to the Serbian media that his idea is to define what is Serb and what is Albanian in Kosovo.

I'm not talking about division, but I'm just talking about definition of what is "Serbian" and what is Albanian. There are many more of us who think that Kosovo is lost and who think that this dialogue has started to accept Kosovo. Such dialogue is not needed. But this Government of Serbia and this president of Serbia will not do this”, Dacic has said.

But, the connoisseur of political developments, Randjel Nojik, as well as former Kosovo Assembly deputies from the Serb community's ranks, estimates that Belgrade authorities, in different forms but with one purpose, are trying to measure the pulse not only of opinion in Serbia, but also of the international factor.

I see that there is a lot of insistence on a split. He too, Vuchy, is trying to launch some professional balloons so that he can see in which direction he can hold those talks. If someone were to appear and say "let's talk about separation," then a lot of people would be caught on such bait as this”.

This is completely impossible and unrealistic, and I think that he, only then, would be in breach before representatives of the international community, but also within the Serb community, and finally in Belgrade”, Nojkiq estimates.

The impact on Kosovo- Serbia

But, are internal dialogue in Serbia for Kosovo expected to have an impact on reports between the two states, which have been developing dialogue in Brussels for normalising relations?

Miletic expresses doubt that the dialogue was Serbian internal could affect Serbia's climate of reports with Kosovo, unless it ends with results.

“Besides, if after that internal dialogue, which will happen or not, some drastic actions will be achieved. Then you can wait for something. I don't know what, improvement or deterioration. It will depend on those actions. But, primarily, more depends on decisions than on the” dialogue itself, Miletic points out.

However, Professor Qrolli voices fears that internal Serbian dialogue can produce results, which Serbia will try to use against Kosovo.

If Serbia is forced by the European Union to withdraw from the preamble of its Constitution Kosovo, then my main fear is that it will be a follow-up step, strengthening an extra-legal authority and a constitutional devil, such as it is in Kosovo's constitutional system, which may be the association of predominantly Serb municipalities. If Serbia, which means official Belgrade, tries to manipulate Kosovo through the Serbian List and with the Association of Serb majority municipalities, then it will be a serious trouble for Kosovo”, Qorroll estimates.

Meanwhile, Kosovo authorities have expressed indifference to Vuciqi's initiative for Serbian internal dialogue on Kosovo, viewing it as domestic issues of Serbia, but also due to uncertainty about forming institutions after early parliamentary elections on June 11th.
