The Supreme Court initiated procedures, and in February 2017, three requests were submitted among them -- two senior judges and one of the serious crimes. And while these judges are expected to be selected to complete the vacuum in the Constitution, the council itself has not started functioning, as 2 of the nine KED members have withdrawn.
