Tusk's statements come amid conflicts between the European Union and the party, Law and Justice from Poland, following efforts by the latter to reform the justice system.
The EU has also expressed concern about mass logging in the country.
The Polish government has rejected EU criticisms, and has refused to adhere to a European Court of Justice law to prevent logging.
