Parliament meets Monday, still without agreement on forming institutions

Past hearings failed after MPs from the winning coalition consisting of the Democratic Party of Kosovo, Alliance for the Future of Kosovo, NISMA for Kosovo, known in February PAN were not present in the Assembly Hall to propose the candidate for the head of the Assembly.

Coalition Representatives PAN have warned they will not attend the next session either, as they have requested additional consultations.

Pal Lekaj, deputy chairman of the Alliance for the Future of Kosovo, tells Radio Free Europe, that the head of the Conscious session MP Adem Miclovci is making mistakes, as he puts it, is following Vetevendosje policy rather than unifying the political spectrum.

“We have made it clear that without consultative meetings, without meetings of all political spectrum and parliamentary groups, we will not participate in session”, Lekaj declares.

Political party leaders who are part of this coalition -- Kadri Veselin(PDK), Ramush Haradinaj (AAK), Fatmir Limaj (NISMA) -- have held a meeting Saturday with Uke Rugova, brother of MP Teuta Rugova.

Political party officials say of Radio Free Europe, that the meeting is held to deepen the continuation of co-operation and, as they said, has been talked about forming Kosovo institutions as soon as possible.

“The Rugova family has correctly and correctly understood the processes that are under way in Kosovo, and in this direction, as a family of emblems, has made all the contribution to unlocking the situation and, in the case of this, there are these” meetings, Lekaj points out.

nominated for prime minister by coalition PAN, Ramush Haradinaj, has stated in an interview for Radio Free Europe that Kosovo's new government is expected to be under way over the next 10 days and then be formed.

We are now in a tendency or attempt to restore the session. The session returns after agreeing to political parties, but cannot return unilaterally. And, I think we should use counseling for the hearing. There is ground, so 10 days from today, there is grounds for holding the session, but rushing even the call of the unilateral session is not a solution”, Haradinaj has declared.

On the other hand, even nominated by the coalition PAN for Kosovo Assembly Speaker Kadri Veselini has said Kosovo institutions will be formed soon. Wessel has declared Saturday for media in Prizren that Kosovo, within 10 days, will have new institutions.

Wessel has confirmed that Kosovo will soon get the new Parliament and Government, and according to him, the mandated by the coalition for prime minister PAN, Ramush Haradinaj, is in the final phase of consultations with political parties.

On the other hand, Shkodran Hoti, media official in Vetevendosje Movement, tells Radio Free Europe that the non-participation of the PAN in the session, as he puts it, “is a lie of what they said about numbers and confirmation of what we said in”.

“The PAN is trying to stall the constitution because it doesn't have enough numbers, either for the chief parliament or for prime minister. In panic, what the PAN wants is buying time with demands for consultative and boycotting sessions, and therefore causing institutional blockade”, says Hoti.

Meanwhile, Democratic League of Kosovo Chairman Isa Mustafa, currently acting prime minister in a post of his Facebook account, writes that the LDK coalition is not blocking institution creation, but that the situation is holding the coalition hostage PDK.

All those who have illusions that, with the impact of the processes, before or after the local elections, will change the LDK's stance, are deceived! Under no circumstances do we coalition with the PDK for central government. As for Vetevendosje, we will demand that it clarify attitudes on many counts, attacks, and violent actions, but also programming issues. In the following days, we will address specific issues”, Mustafa writes.

Coalition PAN is aiming to get 61 votes and more, both for the election of the Speaker of the Parliament and for the new Government.

But, so far this coalition has not proved there is sufficient number of votes.

Under the Constitution, “the Speaker of the Parliament is nominated by the largest parliamentary group and elected with the majority of votes of all MPs in the Assembly”.

In this case, the Democratic Party of Kosovo is entitled to propose the candidate for the first Kosovo Assembly.

Kadri Wessel, who is the mayor The PDK, for Vetevendosje Movement, is an unacceptable candidate and as representatives of this subject have been declared, they will not vote in any case.

Without the election of the Speaker of the Parliament, no other procedure about forming institutions could be continued.

In the event of electing the Speaker of the Assembly, the 15 - day phase of government formation begins.

Based on election outcome, this right belongs to coalition P AN ( The PDK, AAK and Initiative as the winner of the elections. At least 61 MPs are needed for the formation of the government.
