Financial revenues during 2017 have been smaller than before in this year's budget. Therefore, this will present problems for the Government even on the budget issue for local elections, as the budget earmarked for this election has been spent on organising early parliamentary elections.
Now the government will have trouble securing the means for organising the October 22nd elections, as no budget has been revised, and without this review, there can be no realomeration of large sums.
News.net has been waiting for more than ten days from the Finance Ministry to respond about how the budget will be dealt with for local elections, but at the end the ministry has demanded that the Central Election Commission address this issue. Neither in the CEC have they answered the question.
However, former Finance Minister Besim Beqaj has clarified that the means for elections can be split without the budget revision, but he has said the Government has financial revenues problems, so Beqaj says it is unknown where the government will take those means.
“can split the means for elections, but there is serious problem because budget planning when it was made, (I've said even earlier that) the entrances have become swollen and no entry has been realised. Now there are huge shortcomings in capital projects. It should first be known what the situation is, since the finance minister has legal grounds that either from the budgetary reserve or by using the right to make government decisions. These can be done, but it's about how many tools there are.”, Beqaj said about news.net.
He has further said that the impasse in revenues has been at the Kosovo Privatisation Agency and other equipment, while according to him, the situation becomes even worse due to budget failure.
There's a lot of serious problems in capital projects and tools that have been planned but haven't been realised. If we catch one of them is the AKP, by the AKP it's meant to be around 90 million to go in, I don't know if any or not much more ... Plus this situation now, which complicates it even more since it cannot make large repositions”, has added Beqaj
