The Socialist Party will gather the second highest decision-making body between the two conventions on Sunday, August 27th. Although no agenda of this meeting has been publicly disclosed, it was actually known nearly two months ago by Socialist Party Chairman Edi Rama, who during a meeting with all elected MPs and parliamentary candidates who held early July, would also charge five working groups who would analyse situations and draw up a series of findings and suggestions on issues of political, social and infrastructure nature, which should determine not only the kind of future governance but the very architecture of government and other institutions of dependence.

It is thus taught that there will be a presentation of the new governing structure during this meeting. It will be Niko Peleshi who on behalf of the task force made up: Damian Gjiknuri, Bledi Cuci, Lindita Nikolla and Ogerta Manastirliu will present to members of the National Assembly the report on the analysis of administrative organisation in every sector and a Recommunication Document for State Administration Reform, of course including the new structure the next government should have. More specifically, according to sources from the Socialist Party, this document contains an analysis of the existing situation, as well as a draft restructuring project of the agency network, inspectors, national, regional and local offices, with proposals for merger, unification or enlargement, case by case, of existing institutions.

Of course, what has already been learned by Prime Minister Rama himself is that some of the agencies that will be merged to join one will be the ones dealing with property, such as Z. RPP, ALUSNI or even ATP. Also, the post-hearing working group even with interest groups has found that restructuring or melting a series of inspectors currently operating in our country is necessary.

As for the new government, the References Document is taught to present a new architecture, which will be fully learned only on Sunday. But, meanwhile, sources near the pink headquarters have indicated that, as Prime Minister Edi Rama himself has declared during these weeks, it will be smaller than the current one. Thus, this document is taught that it addresses the need for the merger and unification of some of the current ministries, which can either function as a common one or with an equality of fields and tasks.

The same sources have indicated that what it can join is the Foreign Ministry of Integration, the Ministry of Education with Culture, or the Ministry of Finance and Economy. One option under discussion is to join the Ministry of Economy and Energy, as well as the Association of the Ministry of Transport and Urban Development. While only the presentation of architecture that the new government must have is expected at Sunday's National Assembly meeting with interest in publishing the names Prime Minister Edi Rama is supposed to have in his government cabinet, which will be formalised in September.

SP sources have indicated that there is no development in this direction so far and that all those who claim to be in government are awaiting “telephone” on the part of the prime minister to announce they will be part of the new government cabinet. This development, which may happen in the coming days, towards sources from the SP, although they have stressed that the situation is still unclear, is not ruled out by Rama for his cabinet to reveal just during the National Assembly meeting. However, other sources near Prime Minister Rama have indicated that the new government will have many changes from that current and that there will still be a large space for women, while no surprise names will be lacking.

Those who have circulated so far as names in the media and in the SP corridors as potential ministers are: Fatmir Xhafaj of the Interior Ministry, Ditmir Bushati at the Foreign Ministry, which may also join the Ministry of Integration, Damian Gjiknuri at the Ministry of Transport or Arben Ahmetaj of Finance. Other names spoken as potential ministers are also those of Ogerta Manastirlius in Health, Olta Xhaka in Social Goodness and also Blerina Radikal in Economics. During the Assembly meeting, four other working groups established at the prime minister's order will also report, which will be presented by a detailed report on each issue and problems for which they were charged.

So a report will present the working group for parliamentary activity, led by Gramoz Ruci and including: Taulant Balla, Saimir Tahiri, Ermonela Feliaj, Klodiana Spahiu and Ulsi Manja. This group has had the task of preparing a report in the form of a recommendation document for every aspect of party parliamentary activity, as well as MP activity, not only in parliament, but in the area of representation.

It suggests solutions on how the main electoral offices in every Albanian municipality should adapt and function in the next four years as district parliamentary group offices. While another report will be that of the working group, consisting of Milva Ikonomi, Evis Kushi, Almira Xhembulla, Vilma Bello, Ardiana Jaku and Laert Duro, who has prepared the National Document and including the main problems of political, social and infrastructure nature to be addressed in the next four years, by the new government. This task force has listed three top priorities in each district.

It is not known whether, in addition to the head of the working group, political district leaders will report on the matter. Another report to be presented Sunday at the assembly is what will be called the Deregulation References Document on a comprehensive analysis of the number of licenses and documents. It was drafted by a working group consisting of Arben Ahmetaj, Erion Brace, Ilir Beqja, Ditmir Bushati, Elisa Spiropali, Clotilda Ferhatti and Milena Harito.

While the last one is expected to report is Fatmir Xhafaj on behalf of the working group, which has prepared the report on the party's current political and organisational situation at any polling station. In the end after this exhibition on the basis of the conclusions of each working group, the SP head will hold a summary word, with the exact question of the new government cabinet expected.
