The PAN has emerged the relative winner of the June early elections and, based on an interpretation of the Constitutional Court, this coalition is entitled to propose the Speaker of the Parliament and also to grant the mandate for forming the government.
Therefore, MPs from parties who make up this coalition for two weeks have boycotted the Assembly's constitutional session. But by next Thursday they believe they will attract three of the four deputies of Behgjet Pacolli's AKR.
