It has been declared the winner through a backstage tender process that spurs serious doubts about the failure to realise the multi-million project, called “Bora”.

Agim Krasniqi, appointed finance minister Monday, has signed on August 4th of this year one of the government's most suspicious decisions, Mustafa.

Krasniqi, in the quality of the chairman of the Public-Private Partnership Committee, has approved the contract signed between the Peja Community and the consortium “Litner AG SPA & FILAV SA”

This decision, signed by Krasniqi, has paved the way for the realisation of the “Bora” project, one of the largest investments the Pec Community has ever had, has today reported the newspaper “Koha Ditore”.

But how was the company “Filav” declared, and what is the story of this suspicious company?

Insander owns documents proving suspicious actions have been taken during the entire tender process for building the Skating Centre in Pec.

Documents provided by Insander are international reports of the company “Filav S. A” based in the Fribourg canton, Switzerland. Actress at this company is Valmir Krasniqi, husband of the popular singer Adelina Ismajli.

It shows details spreading serious doubts about favouring the company “Filav S.A”, on the part of the Peja Community, led by Gazmend Muhramier of the LDK.

Document that casts doubt on major tender setting

Insander has reported in May of this year that a date that figures in the international reports of this company is of great importance and tells a lot about the tender background led by the Pec Community. It's November 30th 2016. Based on the Swiss business records, this date has changed the company's name from owners Valmir Krasniqi and Philip Gausette.

Until this date the company “Filav S. A” was named “Fiholz S.A”. But the reason the name of the company has been changed is not indicated. However, the names of the owners remain unchanged. Gausette and Krasniqi were the only owner even in “Friholz”.

The history of this company with the “Bora” project began a year before the investment conference in Pec, where businessmen were invited to compete for the project. It was September 10, 2015, when the company “Friholz” published a 54-second video on its YouTube channel.

It was briefly pointed to the “Bora” construction project. Until the end of the video it was shown that the project was implemented by this company along with “HES-SO” and Pay Community.

Insander had asked Peja municipal authorities how it is possible to announce winners to businessmen who had earlier implemented the ideal project of building the ski centre “Bora”. The Peja municipality, in a response to Insider, has stated that municipal authorities do not possess this information, as they do not conduct investigations during the bidding assessment process.

Win company financial reports indicate lack of money for 57m project

Documents provided by Inseyder, in addition to showing that the winning company had earlier relations with the Peja municipality, also speak of the financial situation of the winning company. The amounts this company possesses are significantly lower than the multimillionm project “Bora”.

Mayor Gazmend Muhhajeri has declared that the investment in “Bora” will be worth 54m euros. According to him, this skiing centre will be built within two years.

The “will be built in the first year with 68 cabins and a skilift. Until next year two skilifts, where full capacity will be 20 kilometers of skiing trails, which meet all the criteria that skiers require of”, Mujarrier said of Telegrafi.

But are those figures the muhajer too high for the financial capacity of the winning company?

Insurance documents indicate that they are elusive. Given, in these 2010 annual circulation documents of the company “Filav” was over 950 thousand euros. A little more, there was circulation in 2011. The total value was in many of the 985 thousand euros.

But these figures do not present any major problems for businessman Valmir Krasniqi. In May of this year, he had told Inseder that the nature of the “Bora” project is different from other investments.

“As far as funding is concerned, such projects are not financed as buying a car”, Krasniqi has confirmed. He added that after a short deadline the consortium consisting of companies “Litner” and “Filav” will draft an adequate project financing plan “Bora”.

For the implementation of the “Bora” project, the Pec municipality has offered private partners 200 hectares of land for the construction of the ski centre, while 1 hectares for hotel construction, which will be part of the complex. The duration of the public-private partnership is envisioned to be 40 years.
