The two young men arrested had been threatening the businessman by telephone for months, while in recent days the 46-year-old had also received an ultimatum to hand in the amount of money required because they would otherwise kill him. The two arrested are Andrew Beqiraj, 28, and Julie Rkoj, 25, both residents in the city of Vlora. While their target is the initial citizen, 46, who was required to pay a total of 100,000 euros.

The two finers were arrested in the village of Qish White, about four miles [4 km] from Vlora by crime section specialists, as they were being kept on surveillance.
