Coalition PDK-AAK-Nisma (PAN) even if it provides the necessary numbers for forming the government, Ramush Haradinaj will lead a unstable executive, who will be dependent on the Serbian List.
The LDK and LVV have repeatedly reiterated that with the PAN coalition, they do not make arrangements for co-governance, so the latter remains that “fish” individually MPs.
Artan Murati, expert on political issues in the country, has declared that minority community deputies' votes are vital for PAN's intention to form government. Because, as Murati says, actually The PAN does not have enough MPs to create the new government.
In principle, there may be deputies from other subjects who can vote on Mr. Haradinaj as prime minister, as the MP is free to join any parliamentary group at the moment he wins the mandate as MP. However, in whatever scenario MPs' votes from non- ustric communities are needed for PAN to form Government”, Murati said.
According to him, a Government formed by 62 deputies will be unstable and can at any time be blackmailed by MPs from the Serb community.
“The government with 61-62 votes, however, cannot be considered stable Government, as it will face a strong opposition from majority Albanian parties, plus there is the continuing risk of political games by the Serbian List. If this subject were to be the key factor in the creation of the new government, there is danger that the most important processes in the country would be conditioned in various forms”, the Murati has suggested. With regard to the cases, he said a government of 62 votes could not be effective. Moreover, a Government with 62 votes cannot even pass laws requiring 2/3 of the Parliament's vote without opposition's consent”, Murati noted.
