Representatives from civil society say that following the certificate of parliamentary election results, political parties are now left to think of the rapid formation of new institutions.
But, Valmir Ismajli, analyst from nongovernmental organisation “Democracy Plus”, tells Radio Free Europe that currently the problem and delay for forming the Government lies in political parties which, at any cost, want to be part of the power.
After the certificate of results, there is no more legal obstacle to the institution's constitutionalisation and it would be a way for the country's president to call the constitutional session as soon as possible and not to call such unnecessary meetings as Monday's. He should call the Constitutive session and give the coalition his first chance. PAN for forming government. If this coalition does not have votes, then normally the second opportunity should be given to the Vetevendosje” Movement, Ismajli says.
By his actions, Ismajli underlines, a kind of delay is creating Kosovo's own president, Hashim Thaci, who, according to him, is delaying proceedings for calling the first session.
“A role or an partiality is also having the president of the country, who is creating a kind of vacuum by not calling the Assembly Constituent of the Parliament and giving coalition opportunities PAN to pressure or even bargains with other political subjects to achieve the necessary numbers for forming government. It means, we shouldn't have such a situation where a political subject at any cost is trying to make Government”, Ismajli adds away.
Based on election results, initial initiative for forming government belongs to coalition PAN, consisting of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative. The candidate this coalition for the prime minister's post is AAK leader Ramush Haradinaj.
Kosovo Democratic Institute analyst Albert Krasniqi told Radio Free Europe that from what is observed, delays in establishing institutions are the result of lack of votes from the winning election coalition.
“up until now, despite statements there has been from the coalition PAN, seems unlikely to form a parliamentary majority to make the election of the Speaker of the Parliament and then the Government. The time of 30 days, what is the maximum that can be expected for calling the Parliament's constitutional session, is trying to be used to reach agreement, whether with MPs alone or with political subjects competing in the elections, as part of the” election coalitions, Krasniqi said.
Kosovo President Hashim Thaci has said he has received confirmation from the winning election coalition (coalition PAN) and prime minister (Ramush Haradinaj), that the future Kosovo government will be formed without delay.
But Albert Krasniqi thinks coalition PAN does not have the sufficient number of votes. According to him, difficulties have now been presented in creating post-election coalitions.
We have doubts that numbers may be reached. So there's no MP going under the PAN coalition. Otherwise, I had not seen the need even these meetings, which are being called by President”, Krasniqi said.
Otherwise, coalition parties LAA, the Democratic League of Kosovo, the New Kosovo Alliance and the Alternatives have reconfirmed that they have not entered any agreement, either as political party or as MPs separately, with any of the political subjects aimed at forming the next government.
Leaders and representatives of these parties have held a meeting Thursday, and have later exposed that any agreement has been reached with the PAN coalition.
