A video of an elderly man's losing consciousness in the middle of the street was circulated in the media yesterday. Later, it has been confirmed that the same person has also passed away, since no one of the witnesses on the scene is seen approaching him for help.
However, according to the Kosovo Police, that is not true.
They have already identified the eyewitness to this event, which even in the video is seen approaching 63-year-old unconscious, lying on the ground several times.
Police spokesman for the Gjilan region, Ismet Hashani, has confirmed that according to all the evidence and confirmation they have, this witness has called the emergency assistance and police teams, just as soon as he saw the case.
The witness in question, which is seen near 63 years old, has called the Emergency-Ambulant Centre and the Kosovo Police, and has reported on this case. This has already been confirmed by us. However, the prosecution is handling the” case, Hashan said.
Furthermore, he confirms that immediate assistance and police have been immediately released to the scene, but the elderly has been without signs of life.
“Certainly the police and ambulances have appeared immediately at the scene, but doctors have found that the elderly changed their lives immediately at the scene, and according to the medical report it has been estimated that all circumstances of death have been natural. Also, according to the evidence we have, we have information that 63-year-old at the time of his life was going to the doctor because he had heart problems”, Hashan said.
Otherwise, according to Article 191 of the Kosovo Criminal Code, anyone who doesn't offer help to the person who is in danger, and that results in the death of the fallen Persian, the chief could be sentenced to imprisonment of one to eight years.
The lawyer, Arianan Koci, says that elements of the criminal act have also been consumed by automotives should be confirmed by the prosecution.
However, what worries Kocin most is the total human-degrading aspect of our society, rather than criminal responsibility itself.
“The prosecution during the investigation is forced to analyze evidence and guilty facts. We still don't know if passersby have invited him or not, the police or the ambulance. But I'm more concerned about the human aspect of total degradation of our society than the criminal responsibility itself. We've seen in the video that passersby were absolutely not at risk, in case they offered help to the passerby person, at least pour some water. We've just seen a nonhuman indifference, which potentially involves criminal responsibility”, Koci said.
Here you can watch the video with the reaction of passersby who see the old man lying on the ground.
