The auditing report has published several irregularities in the finance of the European Ministry of Integrations, where it, according to him, has failed to provide the data on the expenditures created.
The final budget for subsidies and transfers was 159,727. Owners of subsidies were non-public entities. The process of managing subsidies, as well as the previous years, was accompanied by shortcomings, the audit reports reported.
The financial rules of 012013, Article 36 require that each budget organisation keep detailed registers of subsidies and transfer payments made, as well as returns from these payments. In three (3) cases of total value of $8,867, beneficiaries had not offered relevant reasoning such as bills, financial reports, Narrative reports that would prove that the subsidy was used for the intended purpose. This had come as a result of the spaces in MIE's 012016 rule of subvention projects, which did not expect applicants to specify the timing of project implementation in case of the subsidy benefit. Moreover, neither in related agreements between MIE and beneficiaries was the time specified when each project is expected to be realised. As a result, MIE has no legal basis for seeking evidence from beneficiaries regarding the implementation of the” project, the internal audience's findings reported, writes Indexline.
According to him, this lack of reporting regarding the implementation of subsidised projects increases the risk of the means not being used for the purpose given.
He has recommended that the minister take the necessary actions to review the pension management regulation, to ensure that it includes key points that would facilitate their monitoring process. With individual agreements, details for each subsidy provided should be specified, the report says.
