Authorities in Podgorica have launched intensive preparations, while warning that security measures will be at the highest level.
Pence will be the highest official of the Trump administration to visit the region.
He will attend a meeting of the leaders of the Adriatic Charter in Podgorica, whose host will be Montenegro's prime minister, Dusko Markovic.
The Adriatic Charter was formed in 2003 by Albania, Croatia, Macedonia and the US with the specific goal of supporting member states on the road to NATO membership.
