Despite laws and instruments considered good in Kosovo to control imported derivatives, the Kosovo Oil Association has sought to increase control that leads to improved oil quality.
According to the chairman of the Oil Association, Fadil Beryan, oil control can create an equal trade and a safer economy in the country.
“We requested that quality be controlled with the import case and that all importers” be equal, Berjan told RTK.
Besides not being controlled, he said that only reading documents and describing tests is being done, and this is being done through inspection bodies, who are doing fake analysis.
For this situation Berjan said Kosovo customs should take measures for the screening process. Kosovo's “Dogan has no staff, which would speed up control work”, he said.
He also added that there is no need for the takeover of Kosovo customs samples to engage inspection troops. He said they have sought not to continue the commitment of inspection troops, but to their departure.
For these demands Beryan announced that they have been addressed to the Ministry of Trade and Industry (MTI), but the latter, according to him, have not been willing to establish a rule.
He said that unless quality checks are made, the confirmation with the import case as well as the return of derivatives, which are not conform, cannot have high oil quality.
On the other hand, Lulzim Krasniqi political adviser from the Ministry of Trade and Industry said all samples, which have not been a set of quality standards, have been sent to court.
The “samples which have been non-conform administrative instruction for the quality of liquid oil fuels, the MTI inspectorate has all sent to the tribunal”, Krasniqi said.
Asked whether there were any cases in this year that the sample received had not been by standards, Krasniqi suggested that 190 samples of 16 of them have been a set of standards. As for the quality of fuels imported to Kosovo, he said that good results have been achieved in recent years.
“Over the period 2015-2017 has been marked significant results in terms of the quality of fuels traded in the Republic of Kosovo”, Krasniqi said.
And Kosovo Customs spokesman Adriatic Stavileci suggested that oil and gasoline import statistics show there is an increase in oil import in quantitative terms as well as in terms of tax collection by 15 million more.
As for co-ordinating with other institutions and not introducing smuggled oil and running the controls, Stavileci said customs co-operates closely with the MTI in terms of quality control, as well as closely co-operating with police in terms of smuggling prevention.
