There is no other reason (in addition to numbers) that constant sessions are not yet called!
That Thaci is in full service of coalition deals PAN also proves the failure to call for a constitutional session! If MP Haradinaj had numbers for government creation, the session would be called immediately.
P.S. The numbers don't even have for the choice of Kadri Wessel, Mayor Kuwait, so it's good to change the proposal and make way for government creation:):
