Budget lack drags back reciprocity agreement with license plates

It has been made ten months since the signing of the agreement with Serbia for license plates, which sets the principle of reciprocity on Serbia's vehicle signs. This deal should start in November, but it's dragged on. The Ministry of Internal Affairs has now announced the winning company's supply of sticky paper to tables. One of the problems of this procrastination is the lack of budget.

The Ministry of Internal Affairs has announced the winning company for emergency literature supplies for vehicle plates, thus opening the possibility of starting to implement the license agreement with Serbia. The lack of these sticky paper has postponed the implementation of this agreement for nearly a year.

In recent times, failure to review the budget has also been made as a result of coalition collapse P DK-LDK and moving to early elections.

The concern has been expressed at the Government meeting as well as the Minister for Dialogue, Edita Tahiri, who has even accused the ministry of blocking.

The Ministry of Finance has blocked, never financed the Interior Ministry for implementation of the reciprocity agreement on the billboards, and that MPB has temporarily found a budget through internal relocations. The acting minister of Internal Affairs, Skender Hyseni, himself at the Government meeting days ago said this issue is in the process of clarification. While incumbent Finance Minister Avdullah Hoti denied being the blocker.

“For clarification of the Minister for Dialogue, I don't block any jobs, I only implement the budget as approved, and for every decision I make brought to Government”, Hoti said.

In addition to the issue of license plates, the functioning of civil offices in the north has been stalled because of the budget, respectively, reviewing the budget for 2017, which has resulted from political developments, distribution of the Parliament and early national elections.

Analyst Imer Mushkolaj calls this the banal behaviour of institutions.

Political developments often move to residentiality that it is unforgiving because of the banal approach to remain without significant agreements, even in relation to normalising relations with Serbia, but to remain without even laws that directly affect the lives of Kosovo citizens”, Mushkolaj told Radio Kosovo.

The reciprocity agreement on the board was signed in September last year and should start implementing in November. But at June of this year, tender procedures from the Ministry of Internal Affairs have been launched for the purchase of sticky letters that will be placed on car signs coming from Serbia.
