August reacts after a news report exposes scandals

The complete clarification of August:

News Agency “KosovaPress” has published a scripture entitled “Education Ministry appears in the square”, which is supposed to highlight the findings of the National Audition Office (ZKA) in MAST during 2016.

With the aim of correct and correct information of public opinion, the auditing report for MAST's annual financial report for 2016 has been praised as one of the best reports of state institutions, which the National Audition Office itself has provided.

The ZKA has even found that MAST has implemented the budget to the best extent possible and has shown good budget performance.

MAST has taken the treatment and implementation of the preliminary recommendations, most of which have been implemented, and another part is in the process of implementation.

However, we explain:

1. Small findings at public universities are exclusive responsibility of university management and enter into the framework of their financial and managerial autonomy (the fees and compensation of academic staff).
2.  Regarding positions covered with “task officer” in MAST and the executive agency, MAST explains that this issue is regulated by the legal framework in force, and part of it is waiting for the completion of the judicial procedures of officials who have held those positions.
3.  As for capital projects, which have been initiated since 2009, the ZKA has rightly reflected the completed projects, and those in the conclusion of it, and MAST has consistently stressed that the lack of enough budget on one side and the neglect of companies assigned on the other have been an excuse for the limited delays in this direction.
4. The ZKA's own report points out that MAST has undertaken all necessary actions for school books to be recategorized through the Budget Law by the Ministry of Finance and the Assembly of Kosovo, while the same stresses that MAST has implemented the most important recommendation of last year related to regulating the process of distributing textbooks.

Therefore, MAST considers that the title of this text does not coincide with the contents of the ZKA Report, a report which MAST's top management feels pleased that it has managed to be assessed as one of the best budgetary performance institutions and with the best report of the last 10 years.
