The chairman of the LDK Parliamentary Group, Avdullah Hoti, along with MEPs Hykmete Bajrami and Driton Selmanaj, have presented today to reporters the legislative initiatives that the LDK Parliamentary Group has undertaken to change the Law on Corporations' Futures and the Law on Applied Value Tax, which stem from Pako Fiskale 2.0. which are necessary for the private sector and employment in this sector
Hoti said they have worked hard with the Mustafa government in this direction and have had a clear agenda of economic reforms then led by Trade and Industry Minister and has been closely monitored by Prime Minister Mustafa.
“You have seen the results in 2017 in the Doing Business Report that Kosovo has been declared the number one reformer in Europe in terms of doing business and third place in the world level with the 2015 fiscal package we have completely changed its business cycle by removing any tax charge in particular for local producers”, said LDK Parliamentary Group Chairman Avdullahti Ho.
He added that with the second fiscal package improved further these conditions. This package was approved in the government last July of this year and includes 22 measures, most of these measures are administrative guidelines that the government or relevant ministries extract and let me say we have not seen progress so far in implementing these measures that improve the conditions of doing business”, Hoti said.
He also stressed that some of the measures, such as measures measure 13 and 14, require changing laws.
There are two basic laws that need to be changed, there is the law on corporate income affecting two issues: tax kept at the source for agricultural product collectors, which is now 3% for the value of agricultural products delivered by agricultural producers. We with this legislative initiative propose that this be removed to increase the formalisation of agricultural products in the local market, and the second has to do with taxing insurance companies, which so far have been taxed as 5% of gross income taxes, while with these proposals that we are making will be passed on to regular taxation of these companies like any other company”, he said.
Second change, according to him, is to T law. He also stressed that the LDK Parliamentary Group will organise open discussions with all the actors affected by these measures, in particular with farmers' representatives, since it is estimated that thousands of farmers everywhere Kosovo will be affected by these changes.
“are over 300 employed in different companies in the international passenger transport sector that will all be affected by these different, and there are over 1500 producers and gold processing in Kosovo that can be affected by these constitutional initiatives”, Hoti has indicated.
