Haradinaj narrows things down, that's the condition internationals have made

The Haradinaj government's decision to send the demarcation agreement with Montenegro, along with the new findings by the commission established by Haradinaj himself, known as the Bulliqi properly Commission, is seen as Haradinaj's top deployment in the Kosovo Assembly. But how functional [...]
At the December 4th meeting, the Government of Kosovo had heard several hours straight report with the findings of the Commission for Demarketing with Montenegro, led by Speed Bulqi.
The findings of this report were that Kosovo has lost land with the demarcation agreement with Montenegro. This report had listed a series of violations that were made by the preliminary Commission led by Murat Meha.
But that same day, on December 4th, Haradinaj's government decides that this report, along with the Mustafa Government's agreement on demarcation, will be sent to the Kosovo Assembly for discussion.
The report's “found, so we'll proceed to the Parliament. As for us as Government, after the recognition of the material we have little work or other work left, unless we proceed to the Parliament”, Prime Minister Haradinaj had declared.
But Periscop sources within foreign embassies in Kosovo say foreign embassies in Kosovo -- in particular, the American -- have imposed conditions on Haradinaj -- that this agreement should not go into consideration of the Commissions in the Assembly, without ensuring that signatures have been collected to pass the demarcation.
Yeah, the government must first have made sure it has the right signatures on this issue and then discuss it further, a source from one of the Quint embassies said.
Otherwise, political parties are divided with their positions regarding the demarcation agreement. The LDK, it says they will vote, as Haradinaj's party will vote.
LDK MP Arben Gashi, long ago told him REL that the Government of Kosovo should first convince the ruling coalition deputies to vote for demarcation and then seek help with opposition parties.
“I have the impression that Prime Minister Haradinaj has sent the agreement to the Assembly only to remove it from the agenda in Government, and no longer a clear plan and a clear idea of what to do with this bill”, Gashi had stated.
Gashi called Haradinaj's move to process demarcation in the Parliament.
Mr. Haradinaj could bring this agreement to government and send the Parliament with negative recommendation, but I think Mr. Haradinaj has been playing with this case and it is unfair to do so”, Gashi claimed.
Gashi's statement came after the PDK's stance, which is pro-demarkation in the current version, but still they call the Speedy Bulicqi report from the new Commission for Demarkation.
It was Deputy Prime Minister Enver Hoxhaj, who, while reporting the Bulliqi Commission, had intervened, saying this commission has brought nothing new and no concrete facts.
The Bulliqi Commission report, President Hashim Thaci, had called the ʹdebat academic depletion]
I welcome and commend the Government of the Republic of Kosovo for today's decision to proceed for ratification in the Republic of Kosovo Assembly agreement on demarcation of the border line between the Republic of Kosovo and Montenegro.
“I want to believe in the political and state will of elected citizens' representatives, but I also invite all MPs from the Republic of Kosovo, regardless of their party affiliation, to be united in ratifying this inter-state agreement. With the government's decision today, the vast academic debate ceases, which by bringing no new argument, for three years has prolonged the isolation of the country's citizens, causing confusion and fear that Kosovo risks losing territory”, Thaci/Periskopi/
