Kosovo, Montenegro have no demarcation agreement, but for border

The State Commission for State Border Marking and Maintaining, says that by research done so far, irregularities have been observed by the former State Commission for Sanitation and Maintaining State Borders.
Representatives of this Commission who report to the Parliamentary Commission for European Integrations regarding the findings for demarcation of Kosovo border -Mal Black, have stressed that the former commission has done non-professional and nontransparent work.
State Commission for Marking and Maintaining of Borders member Zejrullah Gruda says his findings he has proven that Kosovo with Montenegro has no agreement for demarcation, but there are border deals.
Article 4 of this agreement says the state border between the parties will be marked by border signs (first paragraph). The second paragraph says the state border between the sides will be marked in the period of two years from the entry into force of this agreement. It means, for the demarcation we still don't have formal conditions to talk about, there's been an agreement on border”, Gruda says.
Meanwhile, the chairman of this Commission, Speed Bulliqi, said the former commission has not had a transparent process.
The <x0-commission has surpassed its competencies, the fact that there is a lack of an international agreement and has been founded only with one task, demarcation of that border, marks and maintenance, but in no way providing a new border line in practice, which unfortunately has resulted in the new border line between Kosovo and Montenegro”, Bulqi said.
Bulliqi says the Commission is doing the job very precisely and that they are close to completing the final report about the findings for demarcation of Kosovo border - Black Mal,
We can't rush to the expense of the report because the issue is serious, we're not far away, we're close, but you're patient, because we'll soon have the report in hand with all the evidence”, Bulliqi said.
Opposition MPs from the past legislature claimed that with the 2015 Agreement, for marking the border line with Montenegro, Kosovo has lost over 8 thousand hectares of territory. Part of the opposition then was incumbent Prime Minister Ramush Haradinaj, who is known About Opposition version of the current demarcation agreement with Montenegro.
Ratification of the border demarcation agreement with Montenegro is believed to be holding the visa liberalisation process for Kosovo citizens hostage because the European Commission has imposed it as condition that Kosovo must meet for visa removal.
