Albania has plunged into a serious hydric crisis, which is expected to make energy sector finances worse.
Due to the inability to produce in the country, the Energy Distribution Operator is planning to import a record amount of energy for December. This energy could cost over 45m euros.
The new purchase will carry the total electricity import bill for this year to over 200m euros, or nearly 2 per cent of national production -- an unmarked record -- broadcasts tch.
The majority of this year's bill has been met by its own oshea funds and a 23m-euro loan KESH received from the World Bank. But in summer the government was forced to extend about 40m euros in loans to the OSHEE, which not only cannot afford energy imports alone, but has begun to accumulate unpaid debts, especially on taxes.
But KESH and O's biggest concern SHEE is that the crisis may deepen further, since unlike what the situation hoped for has not improved even in the autumn. The water level at Fierza is about 21m lower than last year, while the flows for November of this year are 6 times less than last November, resulting in lower than the worst historical years.
This year, the energy sector was forced into crisis by high expenditures for imports. The government was forced to increase its budget deficit on the projected border. But if winter results dry as autumn, the consequences on state finances will be more serious next year.
