In his testimony, Rector Dema stated that in the “restaurant At Pishat”, the tender for translation was established at the Institute for International Studies (ISN).

Dema said further that “tens of times Enver Hasani has asked me what's going on with the translation tender, his proximity to this institute [the winner of the tender- Rakipi NGO from Albania is sufficient to testify to what I said”.

The director in his testimony at the trial said Enver Hasani, Hakif Veliu and the procurement people at Pristina University participated in the meeting.

Dema said that at the meeting it was discussed going with a single-source tender, so only with an economic book translation operator, as she declared further than then she thought it was really a priority to translate books.

Current Rector of Uppoise, Marian Demas, trying to excuse the widow, showed what was his duty and what was the commission's task of organizing jobs.

My “task was only to assign the commission to organize jobs, while the commission's task was to control the service for which the payment was made. It was not their duty to deal with the price of service”, said Rector Dema.

According to the Kosovo Special Prustory Act, Enver Hasani, Alber Trafficking of Hakif Veliu as official persons allegedly forged the original “Book Translation into the Albanian Language for the Need of Pristina University” of December 5, 2008.

Its value in the contract was set at 500 thousand euros, while the price of payment per unit -1000 words 12.65 euros, and they made the payment to be made with forged contracts by calculating at the same price not already every word but every character.

The newspaper Express on January 15th 2014 had published research “Tender that firmly links Enver Hasani to corruption”, whose findings are primarily the special prosecution's claims against the case's indictees.

The Express's research found that in a research that UPI under Enver Hasani had linked this contract to an irresponsible company from Tirana, and in which, at least for a while, Hasan himself had been committed, now the head of the Constitutional Court and with its executive director, Albert Rakipi, Enver Hrsani, is found several times linked to scientific projects.

The whole story began in July 2008, when the Uppoya announced the tender “Translation of Books from English into Albanian”, which was rewarded nearly four months later, in November the Tirana-based International Studies Institute” was rewarded.

The announcement of contracting in question, on behalf of the UPU, was signed by Hakif Veliu, chief of procurement at UP, who was also due to follow Enver Hasani even when he was elected to the Constitutional Court, while on the part of the company from Tirana, Albert Rakipi himself signed the document.

Amazingly, the contract did not have a fixed value and this contract was tied to prices for units, or said otherwise, according to the contract. The UPA would be forced to the company where Enver Hasani, out of 12.65 euros for every thousand words translated, was committed for some time.

The newspaper “Koha Ditore” in April 2013 had that the books that were translated with this tender, 8 Sosh, never came to Kosovo. The paper writes that for these eight books translated by Albert Rakipi's private company, Enver Hasani was involved for a time and that in Albania has been registered as NGOs, Pristina public university paid over half a million euros.

Before the trial Thursday, Marian Dema, the Witness indicated that only in the fall of 2009 had she learned that the change of contract had been made when, at Enver Hasani's invitation, they had met with Hakif Veliun at a restaurant in Germi.

He also stated that he saw this contract for the first time just two days ago when he received the file to come to trial and also told of a meeting now in a Tirana restaurant where he knew he had already learned that both indictees Enver Hasani and Albert Rakipi were well known.

That party's revoted their past because I didn't belong to them. It was dinner, they talked to each other, didn't talk about the” contract, Dema said.

In December 2015, Enver Hasani, Albert Rakipi and Hakif Veliu were acquitted.
