Institute for Local Governance Director Besnik Tahiri has been declared about the idea of removing the runoff. Tahiri has indicated that if the run-off is removed, then only the subjects are lost on a small local basis, which, according to him, would weaken chief's credibility.
On the other hand, with the runoff, we are having many calculations of political subjects whose importance is growing unreasonably and therefore is weakening directly, Tahiri writes.

Should the runoff be removed! ?
The debate over whether or not the runoff should be averted should begin in 2018.
There are two positions:
If the runoff leaves, it may lose democratic legitimacy, damage low-based local subjects, and thus weaken the president's credibility.
On the other hand, with the run-off, we are having many calculations of political subjections, the importance of which is growing unreasonably and therefore is weakening directly. And furthermore, the role of the municipal assembly is becoming secondary and is being turned into a hand raise forum.
This debate should not be dealt with independently, only with the election law, but as the comprehensive process of overhauling the government system at the local level.
