It has been a year since American Robert Carolan has abandoned the Constitutional Court of Kosovo. This position has been empty since then.
His two colleagues, Bulgarian Snezana Botushanova-Doiceva and Portuguese Almiro Rodriguez, were given the mandate in June of next year. And whether they will continue to stay at the court where they have served for nearly nine years will be replaced by locals as the Constitution requires, or there will be constitutional changes to enable replacement by other internationals. This is due to uncertainty whether the highest court in the country will be fully independent of internationals from 2018 or not, writes Koha Ditore today.
Twice in a row, international Constitutional members were given the mandate in opposition to the procedure the Constitution envisions, and without being named for voting in the Assembly. The appointment was made by the representative of the European Union Office in Pristina, and through a decree, the confirmation was made by the president of state.
In EULEX, this European Union mission for rule of law in Kosovo has not indicated whether it will insist on maintaining international presence beyond June of next year...
