Some of the workers at the Ahmeti Ahmeti's Family Centre in Crnic, Gjilan, had been left without pay for about six months. And that surely had disturbed the workers themselves, even in their view, except that they were not paid, they had not even received a reason.
The Family Centre in Crnic, Gjilan, was a project of the Gjilan municipality and the Nongovernmental Organisation, Caritas Kosova.
The Directorate for Health and Social Goodness in Gjilan had blamed the Ministry of Health for failing to handle the necessary funds, as did the Caritas, who did not carry its share in the amount of 24 thousand euros.
But two weeks after the Indexline article was published on the delay in wages, things have already begun to fall on track and that workers have received some wages.
According to Director of Health and Social Management in the municipality of Gjilan, Nexhat Hajrullahu already has the remaining payments under way and that the rest of the ministry has carried out, and some salaries are expected to be realised.
In a response to Indexline, Hajrullahu has confirmed that they are behind pay but that according to him the positive side of this is that they have already performed many services through this engaged staff and that despite delays they have received their salaries according to budgetary circumstances in the municipality and government.
I don't believe it contributes to the relief and quality of services. Let's not forget we have a lot of unemployed and unannounced quarts, which have no chance or practice to perform, and this project, with all shortcomings, has its own positive sides”, Hajrullahu said.
According to him, more important is the experience that people have the opportunity to get into this QKMF than receiving salaries.
Contacted earlier by Indexline, Faik Hoti of the Health Ministry had stressed that QKMF and QMF workers receive their salaries from respective municipalities, not the ministry. So, according to him, such an account belongs to the municipality of Gjilan.
As this centre was a joint project between the municipality of Gjilan and the Nongovernmental Organisation, Caritas Kosova, Indesksonline had asked the latter about the salary delay.
Caritas' representative, at the same time Health Project Coordinator in Gjilan, Pal Baftiu, had rejected a statement issued by Hajrullahu, under which it is not true.
He has even made it known that the Caritas have no kind of debt and that their arrangement, which was envisioned to be a year, ended prematurely - in April because of disappointments in the direction of the municipality.
According to him, the nongovernmental organisation Caritas' agreement with the Health Directorate in Gjilan has ended with April 30th of this year and that any financial obligation on their part has been carried out.
