For more than six months now, some of the workers at the Family Centre Pajazi Ahmetiʹ in Crnic, Gjilan, have been without pay. And that certainly has disturbed the workers themselves, even in their opinion, except they have not been paid, they have not even received a reason.
The Family Centre in Crnic, Gjilan, was a project of the Gjilan municipality and the Nongovernmental Organisation, Caritas Kosova.
The Directorate for Health and Social Goodness in Gjilan blames the Ministry of Health for failing to handle the necessary funds. This director says that even the Caritas did not carry its share of 24 thousand euros.
“The question is due to delays in payments and concerns workers under the project with Kosovoarias and the Ministry of Health. We are left behind in payments because the MSH did not carry its share because of budget revision and Caritas did not carry its share of 24 thousand euros”, it has been said in a response to Indexline from Nexhat Hajrullahu, Health and Social Management in the Gjilan municipality.
But according to director Hajrullahu, other regular health workers receive their salaries in order and that there is no problem in paying.
Contacted by Indexline, Faik Hoti from the Health Ministry has stressed that QKMF and QMF workers receive salaries from respective municipalities, not the ministry. Therefore, according to Hoti, such an account belongs to the municipality of Gjilan.
As this centre was a joint project between the municipality of Gjilan and the Nongovernmental Organisation, Caritas Kosova, Indesksonline has asked the latter about the salary delay.
Caritas' representative, at the same time Health Project Coordinator in Gjilan, Pal Baftiu, has rejected a statement issued by Hajrullahu, under which it is not true.
He has even made it known that the Caritas have no kind of debt and that their arrangement, which was envisioned to be a year, ended prematurely - in April because of disappointments in the direction of the municipality.
We don't have any kind of agreement with this Medical Center and no kind of financial obligation to anyone against”, Baftiu said about Indexline.
According to him, the nongovernmental organisation Caritas' agreement with the Health Directorate in Gjilan has ended with April 30th of this year and that any financial obligation on their part has been carried out.
What the Health Directorate in Gjilan did next we have information. It's a matter of municipality what you claim next and whether or not they've continued with wages. The deal was for a year, but was suspended in April for failing to comply properly with obligations from the municipality”, Baftiu added.
