Open Data Albania has published a new report on the wealth of MPs and wives or their fellow citizens. For the second consecutive year Open Data Albania is publishing the order of deputies of the Parliament according to values for declared revenue for 2016. MPs are subject to public declaration and control of assets and conflict of interest. MPs must first hand over a declaration of revenue, addition or reduction of property for twelve months last year.

The statement is made within the first quarter of next year, to leave behind the deposit and verification location by I inspectors The LKDPKI (this year along with the data you find online at our portal and the PDF Declaration).

The ODA research has established order and classification according to the source of income, and finally for the total income generated in 2016. The ranking has been made for several categories of incomes and benefits like: income from commitment to MP's duty and other professional commitments; revenues from grants or commissions; revenues from bank interest deposit, bonds, treasury bonds, financial titles and other forms of financial activity; revenues from inheritances; incomes from businesses and economic enterprises; family income; gifts or financial access due to contractual obligations; and not only from third persons.

According to labour-income statements and professional commitments, the most paid MP as much as a year ago 2015 and 2016 tops the list MP Anastas Angjeli, former finance minister who has a profit from the Assembly in value of about five million dollars, and a income from teaching at universities not about nine million dollars. The list is followed by Ljiljana Elmasi and Eleina Kyrici two MP ladies also part of the engagement at public universities.

In a plea report on salary revenues, it stands out that MPs make statements to the same position. This change coincides with the declaration itself as paying off some bonuses and additions to the MP's salary, bonuses and additions that are not subject to the same tax regime on incomes like salaries.

One hundred and fifteen deputies have declared they have incomes from salaries and labour rewards only for the MP's post. While the rest also have incomes from salaries and rewards in other tasks mainly near university education institutions.

Only ten deputies of Albania's Parliament declare they have received bonus in 2016, because part of the deputies' bonus income is declared involved in wages and rewards. This miscategorisation because income from salaries and revenues from bonuses and rewards do not have the same taxation rate on personal income. There are nine deputies who declare revenue as Councillor or Member Borders for 2016. The highest value was to Anastas Angjeli from membership in the Academy of Sciences, with five hundred and ten thousand dollars.

Revenues from interests from bank deposits, valid letters and bonds are another form of income profit. There are thirty-two deputies who declare 2016 income from this source. Revenues from MP Ben Bludshi's bonds in 2016 are 23% lower than the year before 2015, after in August 2016 he sold bonds at a value of twenty-nine million dollars. Mr. Cosmo Dashti and Mr. Genc Ruli follow the list, where in both cases the form of property titles is also through investment funds. Thirty-eight Parliament deputies benefit from the rent. The MP who has benefited the most from the rent is this year's Astrit Veliaj with about thirty points a million dollars. These incomes are mainly inflows of assets or other contractual obligations, and for which in most cases we cannot identify the monetary value generated or acquired, versus simply converting or changing previous property.

Twenty-five MPs have generated revenues (counterability) from this category. Here we can also classify a property sales contract worth six hundred thousand euros, declared by Shkelzen Berisha, the person in charge of declaring as the eldest sons of former Prime Minister Berisha. It's a contract for additional wealth from real estate to monetary assets.

Two deputies of the secular Socialist Party Dokle and Aslan Dodjani have benefited from a Judiciary Decision, where they have indicted the Assembly institution for pay stops during the exercise of MP's former mandate (before 2013). Other Socialist deputies who have preferred to declare it along with the salary have won this decision.
