Former director of the Department for Manufacturing Documents at the MPB, Besnik Berisha, in a public letter to Prime Minister Ramush Haradinaj, saying it is time for the state hand to operate in the case of the passport scandal and, to some extent, improve the image of our country because the responsibilities have a name and a surname.
According to him, they are officials and former top MPB officials, who broke off unilaterally in 2013, the contract with the Austrian printery, and therefore the state is forced to pay over 5m euros. He has added that officials who have legally changed the technical passports specifications and therefore there are over 40,000 defective passports that are in MPB warehouses and the quality of our passport has dropped to 85th place in the world.
Open letter, Prime Minister Haradinaj
Your Honor. Prime Minister, I am addressing you with this open letter hoping in your pledges for effective work in your government.
Our state, Kosovo, must pay over 5m euros due to the unilateral break of the contract in 2013 with the Austrian printery.
Former Prime Minister Mustafa had initiated the formation of a Task-force for investigating this case, and like many other cases, it was left only on paper.
Responsibilities for unilateral division of the contract have names and surnames that have caused great damage to our country, I isolate:

There is an illegal change of technical specifics which, in turn, have more than 40,000 broken passports and 14,000 passports deliberately destroyed to conceal defects and crime.
As a result of changing technical specifics, our passport is now ranked 85th in the world.
The biggest damage being kept hidden for opinion is the continuation of the current passport supply contract, with negotiation, which the commission has not signed because it is at the expense of Kosovo's budget over 6 million and that this contract has been signed by Secretary General and Minister in the past Government. This contract has been blown overnight from 13 million to 19 million.
