Serwer after the visit to Kosovo: Kurti may prefer to lead the country to fourth elections

Daniel Serwer, professor at Johns Hopkins University, wrote about his recent visit to Kosovo, while said Kosovars were more interested in listening to his assessment of Kosovo than about developments in America.
He estimates that incumbent Prime Minister Albin Kurti may prefer to lead Kosovo to fourth elections if a political agreement on the creation of new institutions is not reached.
The country had to hold three elections in less than 16 months. He still does not have a new president or a government with full competence. Prime Minister Albin Kurti's Vetevendosje movement in power since 2020 has enough seats, along with minority representatives, to secure the necessary majority in the Assembly. But for the president's election, two-thirds of the vote is needed. The fragmented opposition is not ready to support the candidates proposed by Kurti. It is not clear whether the opposition can agree to a candidate. Also, it is not known whether the prime minister would back an opposition candidate if that happened. He may prefer to take the country to elections of”, he wrote on his website.
That, says Serwer, “would jeopardise the anger of the electorate”.
The turnout in the last elections was lower, as was support for Kurti. The population wants politicians to continue with their work done. Polarization is making this difficult”, he writes.
Serwer says the <x0pos are afraid Kurti wants to change the constitution, which includes minority rights that he dislikes”.
It also thinks he acted presumptuously and even anti-American or authoritarianly in handling certain issues. That makes compromise difficult”, Serwer writes.
