Haxhiu, Kryeziu call for recount, file complaints at PZAP

Candidates for MPs from the Democratic Party of Kosovo, Bekim Haxhiu and Kryeziu standing have filed complaints to the Electoral Panel for Ances and Paraseta (PZAP) over the final outcome of the June 7th elections, announced by the Central Election Commission (KQZ).

Bekim Haxhiu a candidate for MPs from the Democratic Party of Kosovo said this result is incorrect and should not be accepted as such.

“Today, along with the candidate for the MP, Kryeziu, we have submitted the complaint to PZAP, in the final result released by the CEC, because the published and final result is incorrect, unverified, now more accepted and recorded in two essential facts confirmed by the recounting of 5,201 PDK votes, where 221 votes registered in the original census were recorded by mistake. I as a candidate in this recounting was added to 6 votes and complaints are based and the result cannot be certified as incorrect, it must be correct, the law guarantees that the final and certified outcome should be correct, Online Economy reports, broadcast Periscope.

There are two main facts and two main arguments. One, the recount of a small 3.5% majority of the PDK vote has miscounted in the initial count at the Count Centre, which is actually the preliminary result and cannot become the final result without being verified.

And the second, at CEC's number 69 meeting of CEC leader Kreshnik Radoniqi, acknowledged the fact that the final outcome is incorrect, he described as “minimal human error”, but in fact this error is 4.25% for the preferential votes of the PDK candidates, and as such the law does not allow a result to be certified with errors<2>, Haxhiu said.

He said the similar case had occurred in last December 28th elections.

Therefore, our complaint is based on facts now more well-known by the CEC, and we're looking at PZAP not allowing the certificate of an election result that is incorrect. We're not asking for extraordinary procedures, we're looking for a procedure that the law predicts: recounting.

I remind you that in the December 28th elections, in the initial recount verified by the CEC in my sample of 2%, plus 12 votes have been added to me in that period, while after total recounting 522 votes have been added. Almost similar to smaller sizes is also now, given that the margin for winning the MP's mandate is too narrow, is 102 votes, the margin of error which has been counted is too high to exceed this margin of votes. So for the outcome to be precise and inconsistent, we're looking to have a recount procedure to order. PZAP and then have the exact final score”, Haxhiu said.

And the other candidate for the deputy standing Kryeziu said the law does not say that mistakes, however small, be forgiven.

But the law doesn't say we have to forgive, the law says it has to be applied to all the same, and the vote for vote counts every vote. So we're looking for something extraordinary, we're only looking for those who have voted to thank us, and we have the exact number of votes because it's known there are more mistakes than they say. So we demand our right to count every vote and nothing more”, Kryeziu said. /Periscope
