CEC comes up with some clarification regarding voting through mail

Following concerns raised by several voters outside Kosovo for the lack of tape in the ballot package through the mail, the Central Election Commission deems it necessary to clarify some issues involving voting outside Kosovo, respectively, by mail.
The CEC reports that, as in early elections for the Kosovo Assembly, which were held in December 2025, even in the current early elections for the Kosovo Assembly, there is no pre-representation of the KEC's glue tape, which was used in the 2025 local elections.
The voting process by mail takes place so that voters place the ballot in the secret envelope, which closes with the standard tape the envelope owns. Thus, the absence of an extra tape does not affect the validity of the ballot.
The CEC has consistently undertaken security measures in the voting process abroad, and one -- from local elections 2025 and in the ongoing election processes -- is precisely sending the CEC out of the package with printed ballot and other monitoring materials to the address of registered voters.
The ballots, which are placed in the individual package, are balloting containing the security elements, similar to the ballots used in Kosovo, in the voting process at the polls. These security elements are designated by the CEC in the Election Order for balloting and brochures. They contain at least three security features that make them protected from cheating or counterfeiting. These features include microtype, UV printer and element “anti-copy”, which shows distinguishing marks in case you try to copy the ballot.
Similarly, the CEC explains that each ballot that has been sent to voters outside Kosovo for voting via mail is sealed in the rear, black sealed. So the seal on these ballot papers is black and does not mean that the ballot is a copy.
In addition to these elements, the vote by mail is secured with voters' equipment with the registration card, a unique document the CEC sends to any applicant after it achieves successful registered as voters outside Kosovo.
In order for the voting process to be valid, voters must follow CEC guidelines, as follows:
L epend ballot;
Decroll completed in secret envelope;
Align the secret envelope with the ballot inside and the recording report card in the return envelope;
R-on the return envelope, mark the mailbox address; and
·Put the mail stamp (if applied to the country where you live) and send the envelope to the mail.
Finally, the CEC invites voters through the mail for attention that their ballot package should be individual and should reach the country's most distant mailbox until June 6, 2026.
