$300,000 for pajamas and socks for Kosovo Police, the cheapest companies are exempt

Kosovo police have completed the procurement activity for supply of winter and day-to-day meals to police officials, but in both parts of the winning tender have been announced operators with the most expensive bids, as most competitors were eliminated due to technical, procedural and administrative shortcomings.
The tender was divided into two tickets, while the first part, involving the winter pajamas supply, the winner was proclaimed the group of operators “FW RDZ L.L. C.” and “A RTA T EX GROUP SH. K.” with a bid worth 295,396 euros. This was the highest offer in this part of the tender, while there were operators offering from 210,900 euros, reports Periscope.

Meanwhile, for the second half of the tender, related to the stocking of socks, the winner was named “Company. EPMPREUS” S.P.K. With a bid of 31,920 euros. Here again, the most expensive offer was that there were companies that had offered up up to 9,336 euros.

According to the tender documentation, the reason the winners came up with higher prices relates to the fact that the cheaper bids were considered “irresponsible”, because they failed to meet the technical and administrative criteria set out in the tender file.
In the case of operator “Sabit Makiqi B. I.”, which had the freest share of 210,900 euros, the offer was rejected due to the delay in handing over samples. According to the Kosovo Police, the tender file required samples to be submitted by 2: 00 a.m. on the opening day, while the operator was registered at the entrance of the facility at 14:08 and had arrived at the procurement office at 14:15. Thus, samples were not even accepted for evaluation.

Another operator, “Agron Commerce S. P. K.”, which had offered 175,270 euros for winter pajamas, was eliminated after failing to submit the required tender insurance. The company required guarantees of 5 thousand euros, while it had presented only 1,500 euros.

Consortium “Every Day KTM SH.P. K.” and “Carino Textel”, which had offered 268,400 euros for the first half and 12,000 euros for the second half, were disqualified due to administrative errors. According to the assessment, the group had not used the standard form for the declaration of the consortium's founding, while documents for previous contracts had no launch date.

Problems with the composition of textile materials included operator “S.P. Sodex Group. K.”, which had offered 279,534 euros for pajamas and 9,336 euros for socks. The laboratory had found that the samples did not comply with the required technical specifications. The pajamas required cotton and lyre combinations, while samples contained polyester content. In the meantime, thermal socks required a mixture of polypropillin, polyamide, and wool, but operator samples had high cotton content.

Even operator “Naim Shuki B. I.” faced disqualification. For the first part, the company had not witnessed the required annual circulation of 500 thousand euros with documents of the Kosovo Tax Administration, while for the second part, submitted samples had no label or evidence on the content and producer.

Also on the list of eliminated operators was the “group W O L.L. CORORATION OD. C.” and “PU UNP.K.” The assessment commission had found that the samples had poor stitches, with loose and non-professional threads, contrary to the tender criteria. Likewise, samples had no label for material content or manufacturer.



The documentation shows that although eventually the operators won the highest bids, Kosovo Police have argued that other companies have failed to meet the required conditions and for that reason have been eliminated from the race. /Periscope
