KDI criticises the Bill for the Bureau's public hearing. Set order and limit participation

The Kosovo Democratic Institute (KDI) has reacted to the approach of the Bill for the State Bureau for Verification and Confiscating of Ineffable Riches in the Assembly, naming the process as accelerated and contrary to parliamentary regulation.

According to KDI, organising public hearing “sot for tomorrow” is contrary to procedural standards and significantly limits the participation of civil society, nongovernmental organisations and experts in the legislative process.

The hearing organisation within less than 24 hours virtually fails a literal preparation and limits the contribution of relevant acts,” said in response.

KDI points out that Article 38H7 of the Parliament Rule envisions that public hearing cannot be kept until at least five days of his assignment, aiming to ensure broad and container participation.

According to the institute, the Commission's decision on Legislation to organise hearings within a very short term has been addressed only by parliamentary majority votes and without opposition involvement, raising concerns about respecting procedures.

KDI also criticises the lack of co-operation with civil society organisations, saying such an approach sends <x0 negative message for their involvement in decision-making processes”.

The response points out that, although the bill is of particular importance in fighting corruption, the way the legislative procedure is developed is as important as its contents.

In the end, KDI has called on the Parliamentary Assembly and deputies of the parliamentary majority to comply with legislative deadlines and standards, ensuring a comprehensive and open process for all parties concerned.
