Drift-report for 2025: Kosovo criticised for corruption, politicisation of institutions, media freedom

The rapporteur for Kosovo in the European Parliament, Riho Terras, has compiled the draft report on Kosovo for 2025, which includes political developments, rule of law, economy, corruption, dialogue with Serbia and the country's European integration process, writes Periscopi.

The report stresses that Kosovo has not noted visible progress in fighting corruption.

The report also raises concerns about delays in implementing reforms in the justice system.

“Muses concerned about the limited implementation of the law rule strategy and the lack of continuity in implementing reforms, about the incomplete composition of the Kosovo Judiciary Council and the Kosovo Prosecutorial Council, as well as the delays in implementing reforms in justice”, the report said.

The report also cites power efforts to politicise independent institutions, such as pressure on the Central Election Commission.

“I regret continued efforts to politicise independent institutions, including pressure on the Central Election Commission, as well as on shortcomings in governance within the Independent Media Commission”, the report said.

The rest of the report is dedicated to media freedom.

Although the report notes that Kosovo has a pluralistic media landscape, concern is expressed about the country's decline in the global media freedom index.

“says Kosovo has a pluralistic media landscape, but laments the lack of progress in ensuring freedom of expression; it also regrets that Kosovo's ranking for media freedom has fallen 24 places to 99th place in the World Media Freedom Index for 2025”.

The document also expresses concern for journalists' security and requires stronger institutional response to threats and attacks on them.

“Resumes concern over attacks and threats against journalists and media workers and calls for better reaction from the prosecution”- reported in the draft report.

In the media, the draft report also cites the public broadcaster RTK's financial crisis.
