The Court of Appeals has changed the Constitutional Court's decision in Pristina, replacing the move of detention with house arrest by seven suspects -- former Prime Minister Fadil Ismajli, lawyer Mirlinda Blerta-Dibrani, Judge Jovica Mitrovic, Bedri Dibrani, Saban Trunja, Naim Krasniqi and Goran Laziq.

They are suspected of criminal acts of misuse of office, taking and bribery, exercising influence and false statements.

Under the decision, the detention measure of suspects was counted from February 2nd 2026 to March 18, 2026.

In the decision made on February 2nd 2026, defendants are said to be forced to stay in their homes or home, and have no right to leave unless this is necessary for fulfilling vital needs or health reasons, and only with preliminary permission of the court- judge of the procedure.

The defendants are also announced that in the event of disrespecting the measure set by this decision, detention will be appointed to them.

Kosovo Police - relevant police stations are under way to monitor the implementation of this move and, in case of disrespect, announce the tribunal.

According to Appeals, sufficient clarifications from the first degree have been given regarding reasonable doubt.

The court has found that in addition to the confirmed suspicion, there is a danger of affecting evidence that has not yet been provided. Thus, Apel has also agreed with this first - degree find.

Meanwhile, the two other conditions that the first scale has considered to be met in the concrete case of the escape risk and the repetition of works, according to Apel, do not stand. This is about the fact that there is no concrete evidence or fact that would imply that in the concrete case, meet the two conditions in question for the appointment of the detention measure.

On the other hand, according to Apel's decision, the addresses of the defendant's settlement are known and that they are citizens of Kosovo, as well as the prosecution has offered no concrete evidence proving the risk of escape. Meanwhile, for the two defendants with Serbian nationalism, according to Apel, they live in Kosovo and have their home addresses and only the fact that they are citizens of Serbia does not prove the danger of escape.

Regarding the other condition -- that of repeating criminal acts, the second rate estimates that suspects have no criminal record and that they are not known as repeators of works.

Therefore, according to Apel's decision, taken by judges Avni Mehmeti- head of the College, Aferdita Bytyqi and Mentor Bajraktari-member, the house arrest measure is the adequate measure for the suspects to be appointed. /Betimy for Justice
