This found has emerged from the audience report made to the public company Telekom.
The cost of contract-free travel by the chief of Telekom is 2024.
Kosovo's “Teleclomy has implemented expenses worth 34,691 euros for travel tickets and transport services, without having a regular contract with economic operators for those services” reportedly in the audience's findings.
According to ZKAA, based on financial documentation and internal statements, it turns out that Chief Executive Chief Burbuke Hannah has authorised travel fees, which have been partially carried out through the bills of various operators without following the legal procedures of public procurement.
This practice is contrary to Law No. 04/L-042 for public procurement and related changes, namely Article 19, paragraph 4, which obliges contracting authorities to ensure the economic and transparent use of public funds@, it is said among other things in the ZKAA's report.
The report further states that according to the Undertaking Management, the lack of contracting has resulted from the failure to plan these services in the annual procurement plan, arguing that similar expenses have not been recorded in previous years.
However, this move has increased the risk of paying higher prices, as well as creating a lack of transparency and control, diverting from the principles of competition and equality in treatment, defined with effective public procurement legislation”, the report said.
