Adoption of this report will again be a challenge on Saturday, when it is expected to continue constitutional and Assembly sessions, some of the MPs from parties that the previous mandate was in opposition, as well as recognition of political developments, say.

Approval of this report paves the way for deputies of the ninth legislature and then other procedures leading to completion of the new composition of this legislature, writes REL, broadcast Periscope.

The Vetevendosje Movement, the winning party of the February 9th parliamentary elections, has not provided any public clarification if it will manage to secure the necessary majority of votes for the adoption of this report.

On that same day, Kurti said his resignation has been effective since March 27th, when he announced to the CEC that “eksqiwi is in office/handdown”.

Radio Free Europe's interest in whether there is any change of attitude by the Vetevendosje Movement, this party has not responded.

The Alliance for the Future of Kosovo's elected MP, Beke Berisha, tells Radio Free Europe that the reluctance to vote on the Commission's report on verification of mandates and quorum exists in all parliamentary parties.

But, the Democratic League of Kosovo thinks differently. The party's elected MP, Besian Mustafa, tells Radio Free Europe that members of the executive who have been elected and certified as deputies should deposit their resignations in Kosovo's Assembly bodies.

“The LDK continues to be with the same positions it has been since the beginning of this constitutional session. The LDK doesn't see any other way, except for that legal”, Mustafa points out.

However, the leader of this party, Memli Krasniqi, in a presentation to T7 television on Thursday, said PDK deputies would not withdraw from their stance. He has stressed that if the report should be adopted in the Assembly, it is up to the Vetevendosje Movement to secure the votes necessary for this.

Arifi: Opposition has option “curth” to LVV
Politologist Dritaro Arifi, professor at UBT College in Pristina, tells Radio Free Europe that parliamentary political parties are not showing political will to overcome the impasse in the Parliament's constitutionalised process.

He does not see as a major problem finding a solution to this issue by political parties, but according to him, they are afraid of the process that will follow the constitution, which means forming the new government.

For the formation of the executive, 61 deputies from 120 are necessary.

None of the parties have the majority for forming the government, and, according to Arifi, neither the Vetevendosje Movement nor the three parties, which the previous mandate was in opposition, are interested in creating a minority government.

“In fact, neither side is wanting, but normally that the greatest responsibility falls on the winning party. [AFP] LVV], because they are the ones who have to co-operate, find solutions. They have won the elections to govern and not to leave government. In a long-term perspective, this could harm Vetevendosje more than other parties”, Arifi points out.

He adds that overcoming the process of constitutionalising the Parliament, which paves the way for forming the government, will depend on Vetevendosje Movement's determination to do so, but also on three other parties, The PDK, LDK and AAK to challenge the first party to move towards the process of forming the executive.

According to him, one of the formats of resolving the knot in the Framework Constitution Process is that the Vetevendosje Movement joined other parties in voting the Commission's report on verification of mandates and quorum and on the framework of the Assembly in general.

The “both sides have remained in certain positions. But tomorrow [Saturday], the opposition may be a little smarter to trap Vetevendosje. Then let it [Determination] attempt to form Government. This would probably be the most important battle for the opposition than for Vetevendosje”, Arifi points out.

However, based on the public attitudes of parliamentary political parties, Arifi does not expect the impasse in the Assembly to be overcome on Saturday and the way to MPs' oath to be opened.

According to him, this situation will continue with at least two or three continuation of the Parliament's constitutional session, and if no solution is reached, then it expects the involvement of Kosovo President Vjosa Osmani to find a solution.

He says he is aware that President Osmani has no constitutional mandate to intervene in any form in the constitution's constitutionalised process, but according to him, “has mandated to protect constitutional order”.

Kosovo, according to Arifi, does not dare to remain without institutions, and if there is such a danger, the Ottoman president must intervene with political parties to find a solution to overcoming the stalemate. /Periscope/
