The order of the day for today's session is just one point: proposal to put the draft document of the Communist Development Plan to public consideration.
The Ministry of Environment, Spatial Planning and Infrastructure through an assessment document has concluded that there are 28 points which Pristina Community Chairman Progress Rama has violated.
Pristina Chairman Progress Rama has warned that refusing to vote today for public consideration of the Municipal Development Plan (PZHK) would constitute denial of the citizens' right to be part of the decision-making process on developing the capital.
“Today is voted for full transparency”, Rama said in a public response.
He stressed that after a year and a half of impasses, The PZHK continues to be hampered by “by those who do not want citizens to have access, information and fair words for the future of the city”.
According to Rama, today's vote in the Municipal Assembly has nothing to do with final approval of the plan, but with the possibility of this document being made public and opened for comments, proposals and remarks by citizens.
If not voted today, citizens are denied the right to be part of a process that sets out for the neighbourhoods, infrastructure, greenery and urban development of Pristina”, Rama wrote on Facebook.
He called on all representatives of the Municipal Assembly to testify to commitment to an open and honest government, praising that this is the moment to clearly view “who is voting for non-transparency and who is blocking”.
Otherwise, the main opposition in the capital, the Vetevendosje Movement has indicated it will not participate in today's session of the Municipal Assembly, where the PZHK will be considered. According to a response to this party, the proposed plan is illegal.
This group has called on assisters of other political subjects to boycott Thursday's meeting, so that the “do not legitimise with their presence a document that risks turning into a consequence for the future of the city”.
According to LVV, this is the illegal, non-professional and harmful process for Pristina.
This is the next attempt to smuggle the main municipal document on the city's development, for which the Ministry of Environment has clearly ascertained numerous procedural and legal violations. This current draft of The PZHK, with 28 negative comments from MMPHI, envisions, among other things, expanding construction areas uncontrollably, designs roads passing through high-quality agricultural land and endangers protected water zones”, says the LVV response./Periscopi/
