President Osmani does not comment on the failure of the Parliament's institution

The first attempt on the Parliament's dedication was on April 15th, but The PDK, LDK and AAK voted against the interim Commission's report to verify the mandates.
The parties that so far were in opposition insist government members in office give formal resignations before swearing as MPs.
For the prime minister in office, Albin Kurti, this is not necessary, since according to him, the government has been in office since March . . . . .
Under the Law for Government, if an executive member is elected deputy of the Parliament, the same should resign from the government post before the day of the certificate of election outcome.
Under the Parliament's regulation, MPs must gather every 48 hours.
On Thursday, April 17th, elected MPs failed for the second time to constitute the legislative body.
The director of the session, Avni Dehari of LVV, invited political parties to consult and then interrupted the session, saying that “did not have consensus” on how to proceed.
The PDK, LDK and AAK criticised the Vetevendosje Movement for failing the session, which they think is being made for “political Bazaar”.
The parliamentary oath would pave the way for the presidential vote and then the new government.
So far, the LVV as the winning party has not made known the name it will propose for the chairman of the Parliament, nor if it has the numbers to vote on it.
