Through a Facebook reaction, KDI has estimated that “this failure cannot be billed only by the opposition, when most claim to have votes, but is the result of institutional mismanagement and lack of legal preparedness on the part of the majority”.
The session's next “should be called as soon as possible, within the 48-hour deadline, to enable again the meeting of the provisional commission, which should review and verify the relevant materials that must be complete. Then it is the responsibility of all 120 MPs to vote for the report and give the oath. In the end, LVV, as a winning party, has the obligation to secure the votes needed for the election of Parliament's chairman through discussions, negotiation and political compromise ʹ in order to exploit all possibilities for forming institutions and avoid new elections”, the KDI response is said to be further.

KDI: The Assembly must be constitutionalised LVV
The failure of voting of the Commission's early report on the Verification of Quorum and Mandas caused today's Constituent sessions to be interrupted. With only 52 votes of insufficient pro-accession é clearly proved that there is a difference between the Vetevendosje Movement public statements for ensuring the necessary majority and parliamentary reality.
Although all MPs are obliged to act in the function of the Parliament's Constitution, the formal resignation of government members who have won legislative mandate was the main factor leading to today's failure. In this context, we estimate that this failure cannot only be met by opposition, when most claim to have votes, but is the result of institutional mismanagement and a lack of legal preparedness on the part of the majority.
Efforts to engage the President in the process of constitutionalising the Parliament, except completely unnecessary, are legally invalid. The president's role and competencies end with the call of the session, while its management is the exclusive responsibility of the chairman, Avni Dehari.
The solution is possible and necessary!
Continued session should be called as soon as possible within the 48-hour term, to enable again the collection of the provisional commission, which should review and verify the relevant materials that should be complete. Then it is the responsibility of all 120 MPs to vote for the report and give the oath. In the end, LVV, as the winning party, has the obligation to secure the votes needed for the election of the Parliament's chairman through discussions, negotiation and political compromise, in order to exploit all possibilities for forming institutions and avoid new elections.
